When a utility line must cross beneath a state highway, a county road, or an active railroad in Oklahoma, and the crossing authority requires steel encasement of the carrier pipe, jack and bore is the installation method required. Trinity Boring Solutions performs jack and bore operations to install steel casing pipe beneath active roads and rail lines without surface disturbance, lane closures in most cases, or interference with traffic or train operations during installation.

Jack and bore, also called auger boring, pushes a steel casing pipe through the ground from a jacking pit while simultaneously rotating an auger inside the casing to remove spoil material. The result is a steel casing installed in a single straight bore path from the entry jacking pit to a reception pit on the opposite side. After the casing is installed, the carrier pipe is placed inside with casing spacers and end seals that protect the carrier from traffic loads and prevent groundwater intrusion into the annular space.

Our track record as a leading jack and bore contractor Oklahoma provider spans thousands of completed projects across Oklahoma including municipal water main replacements, commercial fiber runs, residential service connections and large scale industrial bores.

Trinity Boring Solutions is familiar with the utility accommodation requirements from the Oklahoma Department of Transportation for utility crossings within ODOT state highway right of way and coordinates directly with ODOT and railroad engineering departments on crossing permits, casing specifications, and installation method approval. When a project requires both a jack and bore highway crossing and open trench or HDD work on either side of the road, we coordinate both scopes under a single contract. For comparison with other trenchless methods, see our horizontal directional drilling services.

Jack and bore is a trenchless installation method for steel casing pipe that uses a combination of hydraulic jacking force and auger rotation to push the casing through the ground in a straight line from the entry pit to the exit pit. It is the method of choice for highway and railroad crossings where steel encasement is required and where the bore path is straight, the crossing length is within the capacity of the auger boring machine, and the soil conditions are suitable for open face cutting or mechanical cutting.

For jack and bore contractor Oklahoma across the Oklahoma City metro, Tulsa, Lawton, Norman and every surrounding community, Trinity Boring Solutions has the crew, equipment and permits to mobilize fast and finish clean. Call (405) 409-7423 anytime.

How Auger Boring Works Step by Step

The auger boring process begins with excavating a jacking pit on the entry side of the crossing. The pit is sized to accommodate the auger boring machine and allow full length casing pipe sections to be positioned for advancement. The pit walls are shored per OSHA requirements for the pit depth and soil conditions.

The auger boring machine is set up in the jacking pit with the machine positioned at the designed bore elevation and angle. A lead casing section with a cutting head is positioned at the face of the excavated pit wall. The machine simultaneously rotates the auger inside the casing and applies hydraulic jacking force to advance the casing into the soil. The auger carries the spoil back through the casing to the jacking pit, where it is removed and disposed of.

Additional casing sections are welded to the trailing end of the advancing casing and pushed forward until the lead casing exits into the reception pit on the far side of the crossing. The cutting head is removed from the reception pit. The casing is then cleaned out, casing spacers are installed, and the carrier pipe is pushed or pulled through the casing interior. End seals are installed at both ends to complete the crossing installation.

Jack and Bore vs Horizontal Directional Drilling

Jack and bore and horizontal directional drilling (HDD) are both trenchless methods for installing utilities beneath roads and other obstacles, but they serve different applications and have different operational characteristics that determine which method is appropriate for a given crossing.

Choose Jack and Bore When:

  • Steel casing encasement of the carrier pipe is required by ODOT or the railroad
  • The bore path must be straight and level with no curves
  • The crossing length is shorter and suits the auger boring machine capacity
  • Railroad authority requires jack and bore specifically for the crossing method
  • The casing diameter is larger than what is practical for HDD pullback

Choose HDD When:

  • A curved bore path is needed to avoid existing utilities or obstacles
  • The crossing is longer than the practical capacity of auger boring equipment
  • Steel casing is not required and direct pipe installation is acceptable
  • The crossing involves a water body or requires a deeper bore path
  • The soil conditions are not suitable for open face auger cutting

Understanding the encasement and installation method requirements from the applicable crossing authority is the starting point for every jack and bore project in Oklahoma. Trinity Boring Solutions works within the framework established by ODOT and by the individual railroad engineering departments that govern utility crossings within their right of way.

ODOT Requirements

Oklahoma Department of Transportation

The Oklahoma Department of Transportation utility accommodation policy governs all utility installations within ODOT state highway right of way. ODOT requires steel casing for most pipeline crossings under state highways, specifying the casing outside diameter, wall thickness, installation method, minimum cover depth, and end seal requirements. Utility crossings within ODOT right of way require a utility crossing permit prior to construction.

ODOT Website

Railroad Requirements

Railroad Crossing Coordination

Class 1 railroads and most short line railroads in Oklahoma require a railroad crossing agreement and engineering approval for any utility installation crossing their right of way. Most railroad engineering departments require steel casing installed by jack and bore or similar boring and jacking methods. HDD with fluid pressure is generally not acceptable for crossings under active rail lines. We coordinate directly with railroad engineering contacts to confirm requirements before mobilization.

Casing Specifications

Steel Casing Sizing and Specifications

Steel casing outside diameter is determined by the carrier pipe outside diameter plus the required annular space for casing spacers. Wall thickness is specified by ODOT or the railroad authority based on the highway or railroad loading. Most ODOT specifications reference ASTM A139 or A252 grade steel pipe for casing. Our team confirms casing specifications with the applicable authority before any material procurement begins on a crossing project.

For projects where the utility crosses both ODOT right of way and adjacent county road right of way, separate permits may be required from both ODOT and the county road authority. Oklahoma county commissioners oversee county road right of way, and permit requirements vary by county. Trinity Boring Solutions assists clients in identifying all required permits for a crossing project and coordinates the application process as part of our pre construction scope review.

Utility owners and contractors throughout Oklahoma choose our jack and bore contractor Oklahoma services because we maintain current Oklahoma utility contractor licensing, carry full general liability and workers compensation insurance, and keep all equipment certified and maintained.

The North American Society for Trenchless Technology provides engineering guidance on auger boring and jack and bore design that is referenced by utility owners and engineers planning highway and railroad crossings. The national 811 call before you dig system is required before any boring or excavation, including jacking pit excavation, on all jack and bore projects in Oklahoma.

A thorough, permit compliant process from crossing authority coordination through carrier pipe installation and site cleanup.

01

Permit and Authority Coordination

We review the crossing authority’s requirements, confirm casing specifications, assist with ODOT or railroad utility crossing permit applications, and confirm all required pre construction approvals are in hand before mobilization. This step prevents costly delays once equipment is on site.

02

811 and Pre Bore Utility Locates

We call 811 before every project and allow the full required waiting period. Electronic locating equipment is used to verify utility positions in the jacking pit and reception pit areas before any excavation begins. This is required by Oklahoma law and is non negotiable on every project.

03

Jacking Pit Excavation and Shoring

We excavate the jacking pit on the entry side of the crossing to the required depth and dimensions. Pit walls are shored with trench boxes or other OSHA compliant protective systems for the pit depth and soil classification. The reception pit on the far side is excavated to receive the casing and auger head as they exit.

04

Machine Setup and Casing Advancement

The auger boring machine is set up in the jacking pit at the correct bore elevation and heading. The lead casing with cutting head is positioned and advanced by rotating the auger while applying hydraulic jacking force. Additional casing sections are welded on and advanced until the lead exits the reception pit. Continuous monitoring of line and grade ensures the casing meets the as built requirements.

05

Carrier Pipe Installation

After the casing is fully installed and cleaned out, casing spacers are installed on the carrier pipe at the required spacing intervals to center the carrier and maintain the required annular clearance between the carrier outside diameter and the casing inside diameter. The carrier pipe is then pushed or pulled through the casing and connected to the utility system at each end.

06

End Seals, Backfill, and Restoration

End seals are installed at both ends of the casing per ODOT or railroad specifications to prevent groundwater and soil from entering the annular space. The jacking and reception pits are backfilled with compacted material, and the surface is restored to match the surrounding area. Required permit closeout documentation is submitted to the crossing authority.

If you have questions about whether jack and bore contractor Oklahoma is the right solution for your project, our team is happy to walk you through the options. We explain the process clearly so you can make an informed decision before committing to any scope of work.

Casing Sizes and Applications

Oklahoma Highway Crossing Applications and Casing Sizing

Fast mobilization is one of the key advantages of working with our jack and bore contractor Oklahoma division. We maintain rigs and crews ready to deploy across Oklahoma with minimal lead time so your project does not sit waiting on a contractor to free up.

Jack and bore steel casing installations in Oklahoma cover a wide range of utility types and carrier pipe sizes. The casing outside diameter is determined by adding the required annular space to the carrier pipe outside diameter. Most ODOT and railroad specifications require a minimum of 2 inches of annular clearance on each side between the carrier pipe outside diameter and the casing inside diameter, with additional space for casing spacers.

Common jack and bore applications on Oklahoma highway crossings include water service and water main crossings for municipalities and rural water districts, natural gas service line crossings for residential and commercial development, petroleum product pipeline crossings regulated by the Oklahoma Corporation Commission under OCC regulations, electrical conduit crossings for power distribution, and telecommunications conduit crossings for fiber backbone infrastructure.

For water service and sewer projects where jack and bore is required at the highway crossing but HDD or open trench is used on either side, Trinity Boring Solutions coordinates both scopes. The EPA water infrastructure guidance supports the use of cased crossings for water mains under major roads to protect the water supply infrastructure from traffic loading and contamination risk.

  • Water service and water main crossings under ODOT state highways
  • Natural gas service line crossings requiring steel encasement
  • Petroleum product pipeline crossings per OCC and PHMSA requirements
  • Electrical conduit crossings beneath high volume state routes
  • Telecommunications and fiber conduit crossings under state highways
  • Railroad crossings under Class 1 and short line railroad right of way
  • Airport crossings under taxiways and airfield pavement

Common Questions

Jack and Bore Contractor Oklahoma FAQs

Years of experience performing jack and bore contractor Oklahoma work across the most challenging Oklahoma soil conditions, from red clay in the OKC metro to rocky substrates in western Oklahoma, means our operators know how to adapt and deliver regardless of ground conditions.

Answers to the questions Oklahoma utility owners and contractors ask most about jack and bore highway and railroad crossings.

What is jack and bore and how does it differ from horizontal directional drilling in Oklahoma?
Jack and bore (also called auger boring) installs steel casing pipe through the ground by simultaneously rotating an auger inside the casing to remove soil while hydraulically pushing the casing forward from a jacking pit. Unlike HDD, which steers a small diameter drill head through a curved bore path, jack and bore installs the full diameter casing in a single straight pass from the entry pit to the exit pit. Jack and bore is the preferred method when steel casing is required, when a straight bore path is acceptable, and when the crossing length and depth are within the capacity of the auger boring machine.

When does ODOT require steel casing for utility crossings in Oklahoma?
The Oklahoma Department of Transportation utility accommodation policy requires steel encasement for most pipelines crossing ODOT state highway right of way where the pipe carries a hazardous commodity, is a gas or liquid petroleum product, or where ODOT’s standard installation requirements specify casing. Water and sewer crossings under state highways may also require casing depending on the highway classification and pipe size. ODOT permits specify the casing size, wall thickness, installation method, and end seal requirements. Trinity Boring Solutions assists clients with permit coordination for highway crossings.

What size steel casing pipe can Trinity Boring Solutions install by jack and bore in Oklahoma?
Trinity Boring Solutions performs jack and bore steel casing installations typically ranging from 6 inch to 36 inch outside diameter, depending on the auger boring machine configuration and soil conditions. Casing size is determined by the carrier pipe outside diameter plus the annular space required for casing spacers and end seals per ODOT or railroad authority specifications. Contact us with the carrier pipe size and crossing authority requirements and we will confirm casing sizing and machine availability.

How deep can jack and bore go in Oklahoma?
The depth of a jack and bore crossing is limited by the jacking pit depth required to position the auger boring machine at the correct elevation and the capacity of the machine for soil conditions at depth. Most highway and railroad crossings are installed at 4 to 10 feet below the surface. ODOT minimum depth requirements for cased crossings under state highways are based on the highway classification and pipe size. Contact us with the crossing authority’s depth requirement and anticipated soil conditions for a project specific evaluation.

Do railroads require jack and bore or can HDD be used for railroad crossings in Oklahoma?
Most Class 1 and short line railroads require steel casing installed by jack and bore or boring and jacking for utility crossings under active rail lines. HDD is generally not accepted by railroad authorities for crossings under active tracks because the fluid pressure used in HDD could potentially cause settlement beneath the track subgrade. Jack and bore installs the casing without fluid pressure, making it the railroad preferred method for most pipeline and utility crossing applications. Trinity Boring Solutions coordinates directly with railroad engineering departments to confirm crossing requirements before any railroad jack and bore project begins.

How is the carrier pipe installed inside a steel casing after jack and bore?
After the steel casing is installed through the jack and bore process, the carrier pipe is assembled and pushed or pulled through the interior of the casing using casing spacers to center the carrier pipe and maintain annular clearance between the carrier and the casing wall. The carrier pipe is then connected at both ends to the utility system, and the casing ends are sealed with end seals to prevent groundwater and soil intrusion into the annular space. End seals are required by ODOT and most railroad authorities for all casing installations.

What is a jacking pit and how is it set up for jack and bore in Oklahoma?
A jacking pit is the excavated area at the entry side of the crossing where the auger boring machine is positioned and where the hydraulic jacks push the casing forward. The pit is sized for the machine footprint and full length casing sections. Pit walls are braced with shoring or trench boxes per OSHA requirements for the pit depth. A smaller reception pit on the far side receives the auger head as it exits. Both pits are backfilled and restored after the carrier pipe and end seals are installed.

How long does a highway jack and bore crossing take in Oklahoma?
A typical two to four lane highway crossing by jack and bore takes two to five days from jacking pit excavation through carrier pipe installation and site cleanup. Longer crossings, larger casing diameters, and difficult soil conditions such as rock or cemented gravels will extend the installation time. We provide a project specific timeline based on the crossing length, soil conditions, casing size, and access constraints at the highway right of way when scoping each crossing.

Does jack and bore require lane closures on Oklahoma highways?
In most cases, jack and bore does not require lane closures because the jacking pits are located within the right of way outside the travel lanes and the casing is pushed through the soil beneath the road without surface disturbance. ODOT may require a traffic control plan and temporary lane restrictions during certain phases depending on proximity of the pits to travel lanes. We coordinate with ODOT and obtain all required traffic control approvals as part of the permit process for state highway crossings.

How do I get a jack and bore quote for a highway or railroad crossing in Oklahoma?
Call (405) 409-7423 or submit a request on our contact page. For an accurate jack and bore quote, we need the crossing authority, the highway or road designation, the carrier pipe type and outside diameter, the approximate crossing length, any ODOT or railroad permit requirements, and the job site location. We work with utility owners, pipeline contractors, municipalities, and general contractors to coordinate the full jack and bore scope from permit application through end seal installation.
